Hitler, how does he do it?

In terms of sheer numbers, there are leaders (or whose armies) have killed more people than Hitler in a shorter period of time(as far as some encyclopedias go). In Asia and in Africa there were and are monsters who are more vicious, yet everyone agrees that Hitler is baddest of the baddies. How does manage to keep this title?
