I need some local business promoting ideas?

I have a landscaping business and i rake leaves, snow plow and lawn mow. I put up flyers have my own website put flyers in boxes and our prices are only $5 for everything.We had no costumers so far in 3 weeks of time. On the other hand someone has same business and they have $10-20 for everything. Although their high prices, they also have 10 costumers already. What should i do to get more noticed and promote my business so that i could beat and overpower the other company, btw- i have 2 people in my company.
