Is what this cop did legal?

So I was driving down a hill and sped up a bit to make the light and saw three cops on the side of the street. One had a radar gun and I'm not sure about the two others, but they motioned for me to slow down, I did but I'm wondering if they took down my license plate number and if they can ticket me for that?
